The Gypsy tells you that the only way to free the Lumbridge guide is to make a Guidance Cake for him, and to talk to Traiborn in the Wizard's Tower. Do this.

Traiborn tells you that you will need an egg, a bucket of milk, and flour to make a guidance cake. After you acquire each item and bring them to Traiborn, you will undergo a series of tests. Simply answer each question that you are presented with. (Note: All of these quiz answers are random.)

Flour Challenge: You must remember what eight items were in the box. Then, answer the questions that he asks you of them, such as "What began with the letter 'M'"? and so forth.

After this is complete, you can simply make the cake like you normally would (add any of the ingrediants to a cake tin [the rest automatically are added in] and then cook it on a range).

Teleport back to Lumbridge and give the Lumbridge Guide your cake.

As you complete more and more subquests of the Recipe for Disaster quest, you will gain more and more access to the Culinaromancer's Chest, located in the basement below the Lumbridge Kitchen, in the Northeast corner.
