Start Point: Speak to the boatman near the entrance of the Keldagrim mines east of Rellekka and north of the mountain camp. Follow the dwarven statues to the underground river.
Items Needed: Tinderbox, 1 Coal, 1 Logs, 3 Sapphires, Chisel, 1 Redberry Pie, Runes for Telegrab, Iron Bar, Various Ores and Bars(You'll need quite a bit), 200 Gp (Note that there is a bank in Keldagrim)
Skills Needed: Levels 33 Magic, 16 Firemaking, 14 Thieving, 12 Crafting, 20 mining and smithing recommended.

How to get to the Keldagrim mines:
Walk east of Relleka, North of the Fremennik Slayer Cave and northeast of a mining site you will see an exclamation mark on the minimap, That is the tunnel with a Dwarf Statue by it you want to enter:

Then you'll see a small cave entrance with double Dwarf Statues by it, enter that:

Once in the Keldagrim mines, speak with the Boatman near the entrance to the Keldagrim Mines.

Accept his offer to ride into Keldagrim.

Watch the AWESOME opening video, and continue. You'll find that your ship has crashed into the old statue of King Alvis. Continue through the sequence and conversation until you regain control. He'll have told you to speak to Blasidar, a sculptor in the East side of Keldagrim.

Go ahead and take this time to explore this awesome city. Notable purchases are the Black Kiteshield at the armor shop, the Rune Longsword at the weapon shop, and a wide selection of clothing. Note the huge Consortium trading center in the middle of town, the cart station at south East side(that will take you to the Dwarven Mine near Falador), and the thieving zone on the east first floor.

After you're done sightseeing, head to the East side and speak with Blasidar, the sculptor. He'll tell you to find boots, clothing, and a battle axe, all of which matching the original depiction of King Alvis. You'll be advised to speak with the people around the city for clues. After you get the items, you must give them to Riki, the sculptor's model.

Boots

Head to the armor shop at the southwest corner of West side. Speak with Saro, the armorer.
He'll tell you that he sold the boots you're looking for to the dwarf Dromund, just north of the bank. Head there.

Dromund won't cooperate. Now, see where the right boot is located? Telegrab it from through the window, when Dromund isn't looking (watch his patrol pattern).

The left boot is an easier grab, just pick it off the table near Dromund's door when he isn't looking. You should now have the Exquisite boots.

Clothing

First, speak to the clothing dwarf, Vermundi, on the east first floor of the Consortium building. She'll tell you to speak with Hugi, the libarian at the west-side.

The librarian will tell you to search through the bookcases for a book detailing the old dwarf king costumes. Search the bookcase with the ladder in the northwest corner.
Once you have the book, return to Vermundi. She'll now want some coal and logs.

Use your coal/logs on the spinning machine, and light it up with your tinderbox. Talk to Vermundi again, and she'll give you the Exquisite Clothes after you pay her 200 gp.

Battle Axe

Speak to Santiri, the weapons shop owner in Northwest Keldagrim. Query him about the axe, and ask to repair it. He'll say that to repair it, you must replace the missing Sapphires and rework the rusted blade, and that only an Imcando Dwarf can fix the blade.

First, pull out three cut sapphires and work them into the blade with your chisel. You'll now have a jeweled battle axe.

Get to the dwarf you talked to back in a Knight's Sword quest. He's south of Falador. Bring out a redberry pie and iron bar first. (To cook, buy flour (or thresh at a windmill), mix with water, place into pie tin, and place redberries in. Cook. Pie tins may be found at the cook's guild.)

Speak to him with the pie, and then speak to him with the axe. Give him the iron bar when he requests it and he'll give you a brand new axe.
You can choose the option here to teleport back to Blasidar.

Consortium

Now that you've gotten the 3 pieces, give them all to Riki, in Blasidar's house. Speak with Blasidar.]

You're going to have to conference with one of the ten Consortium leaders in order to decide what the head of King Alvis's statue will look like. Head to the Consortium building in the center of town.

None of the directors will speak to you, so instead speak with the secretaries of a Company.

Most of the companies won't have work for you, but when they do, snap up the jobs. Each 'job' consists of delivering a number of ores or bars to a particular company. Do enough, and you'll be able to speak with the company director.

I personally was able to do jobs for the White Chisel Company. Note that you can reject jobs if you don't have the ore, and that you wont be able to take multiple jobs. You'll want to focus on one mining company anyway. You'll need to perform about 8 jobs before you'll be able to speak with the president of one of the companies, when the secretary will say this:

Go ahead and talk to the director, and mention Blasidar. Basically, you'll have to join the company in order to resolve this conflict, so you'll end up taking more tasks. In this instance though, one more task should suffice.

Become a 'trusted associate' by joining the company, and tell the director you might support him in putting his face on the statue. Support him, and you'll be directed to speak with Captain Veldaban.

Speak with the Captain to attend the meeting. Watch the movie sequence and Quest Complete.

Reward: 2 Quest Points, 2,500 Mining Experience, 2,500 Smithing Experience, 2,500 Crafting Experience, 1,500 Magic Experience, 1,500 Thieving Experience, and 1,500 Firemaking Experience.

(Note about Tasks: When performing additional tasks for the Consortium, you gain 'approval' points which are unseen. Doing tasks for one will reduce your approval in all the other companies. It's best to perform tasks only for the company you earned the approval of during the quest. Also note that you don't get any material reward.)
